On Wednesday 28 July, the U.S. Congress House Financial Services Committe approved a bill, by a 41-22-1 vote, that would allow for the licensing and regulation of online gaming within the USA, including both Online Poker and Online Casinos, but excluding Online Sportsbetting.

The bill still has fairly long odds against it being passed into law, because a full vote by the House of Representatives is still required, and that is not likely to occur prior to the House's August break which begins on 9 August.

The bill would have to be voted on, and pass by majority, sometime between 7 September and 8 October. Of course, in order to even be put to vote, it has to be scheduled by the Democratic leadership in the House.

If the House were to pass the bill, it would still need to pass the Senate.

Finally, if it were to pass both the House and the Senate, then it would still need to be signed into law by the President.

But if all of the above does not happen during the course of 2010, the whole process will have to start all over again in a following year. To complicate matters, both the House and the Senate will likely have a vastly different composition next year, due to widespread dissatisfaction with the current administration.

We have seen this soap opera before in various State legislatures. Gaming legislation seems to be picking up reasonable steam and then for some reason gets shot down by special interests. Call my a cynic, but there is still plenty of time for that same story to repeat here.

Nevertheless, everything has to start somewhere, and all of the proposed legislation in the various State legislatures, as well as the reported on legislation herein, are fairly telling signs that at some point the US will finally legalize and regulate gambling online.
